In
accordance with Resolution 767 (WRC-15), agenda item 1.15 was
established to consider identification of spectrum for land-mobile and fixed
service applications in the frequency range 275-450 GHz, while maintaining
protection of the existing passive services. Related to the agenda item 1.15,
technical and operational characteristics of active services have been
identified, and spectrum needs were studied. Close proximity mobile systems
(such as kiosk systems or ticket gate systems, etc.), intra-device
communications, and wireless links in data centres are typical applications for
the active land-mobile service (LMS). Fixed service (FS) applications (Point-to-point
front-haul and backhaul systems) are also considered as candidate applications
in these frequency bands. Sharing studies of such active systems with passive
services have been conducted, and Report ITU-R SM.[275-450 GHz SHARING] has
been developed. Based on the results of the sharing studies, agenda item 1.15
for WRC-19 was reviewed in the CPM19-2 meeting (February 2019). It is expected
that some part of spectrum in 275-450 GHz frequency range will be allocated to
active service applications.



In
addition, there exist ITU allocations for active service applications in the
frequency range 100� GHz, except the frequency bands listed in the RR No. 5.340.
For the frequency bands in the RR No. 5.149, protection of the
radio astronomy service is required. The Group Specification of ETSI Industry
Specification Group (ISG) millimetre Wave Transmission (mWT) was published in
2015 in Europe, to promote the use of millimetre spectrum from 50 GHz up to 300
GHz for present and future critical transmission applications and use cases. In
the US, the FCC launched proposals for input regarding the applications in this
frequency range in 2016.



However,
the study on the propagation characteristics on the frequency bands above 100 GHz
in Study Group 3 is still insufficient. For example, very limited measurement
results at 300 GHz are reported in Recommendation ITU-R P.1238-9 and Report
ITU-R P.2406-0, even though the upper frequency limit of the existing Recommendations
is 100 GHz. To develop propagation models in one or more Recommendations (ITU-R
P.1238, ITU-R P.1411, etc.) or Reports (ITU-R P.2406, etc.) for the frequency
ranges above 100 GHz, we believe that much more propagation data, as well as modelling
results, should be encouraged to be proposed.
